Four cost layers
Procurement-grade ITIL programme cost has four distinct layers. Training is the visible one. The other three sit alongside and frequently dwarf it.
Training
Per-head exam plus course. Tier mix decides cost shape: most programmes settle on 70 to 85% Foundation, 10 to 25% Managing Professional, 0 to 5% Strategic Leader for IT leadership. In-house instruction reduces per-head cost at scale (50+ learners) but adds programme overhead.
Programme management
Internal champion or PMO. The role is part-time at small scale, dedicated above 100 IT staff. Skipped programmes stall: learners pass exams but processes do not change. Annual cost ranges £25k to £180k depending on shape.
Tooling alignment
Where existing tooling cannot support process maturity targets. Sometimes a configuration change in Jira Service Management or Freshservice. Sometimes a forced migration to ServiceNow. Detailed at tool cost.
Consultancy
External assessment, design, or embed. UK day rates by seniority bracket and engagement shape detailed at consultant cost. Optional, but typical above 200 IT staff or where the programme has a regulatory deadline.

What teams underestimate
- Time off tools. Often 30 to 50% of true programme cost when modelled at loaded daily rates, but rarely included in vendor proposals. A 2-day Foundation course for an engineer on £420 / day loaded cost is £840 on top of the course fee.
- Internal champion programme.A part-time role (0.2 to 0.6 FTE depending on scale) that translates training outcomes into operational change. Frequently skipped on the assumption that "the trainees will roll it out themselves". Equally frequently the reason rollouts stall in months four to eight.
- Recertification cycle from year 3. The PeopleCert CPD subscription model and re-examination cycle adds 8 to 14% of the year-one training spend annually from year three onward. Programme business cases routinely model years one and two only.
- Tool platform change forced mid-rollout. Where existing tooling cannot support the target process maturity, ITIL adoption forces an ITSM platform decision the organisation had hoped to defer. Programme cost runs 1.5x to 2.2x the standalone training spend in this scenario.
- Multi-entity scoping. Discovered mid-programme when divisions, geographies, or acquired businesses turn out to have different baselines. Each additional entity adds programme management overhead disproportionate to its training population.
Multi-standard programmes

Consolidated programme management is the chief shared cost; the training stacks themselves remain distinct, but evidence collection, governance forums, and steering committee time can be combined where leadership coverage allows.
