Migrating from ITIL v3 to ITIL 4: cost matrix

Three pathways exist for organisations with ITIL v3 certified staff: the bridge exam, full requalification, or letting v3 lapse. Each has different cost implications. The decision rarely involves all of an organisation's certified population at once.
Section 01

Pathway 1: Bridge exam

Bridge and transition routes from ITIL v3 have narrowed considerably since ITIL 4 launched, and several have been retired. Where a transition route is still offered above Foundation, it is delivered as an accredited course with the exam included, not as a standalone bridge exam: PeopleCert makes training mandatory for every module above Foundation and will not release results without proof of completion. Confirm current bridge availability and price directly with PeopleCert before planning around it; a v3 Foundation holder can always requalify at ITIL 4 Foundation from £269 self-study.

The bridge makes sense when the v3 certification is recent, the holder is actively using ITSM concepts in their role, and the employer values currency. It does not make sense for someone whose v3 certification is ten years old or whose role no longer requires ITIL credentials.

Section 02

Pathway 2: Full requalification

Treating ITIL 4 as a fresh certification path. Foundation plus chosen higher-tier modules. Cost matches the standard individual certification ranges. Typical total £269 to £6,600 depending on target designation and delivery mode.

Full requalification is preferred where the v3 certification is materially old (5+ years), where the holder has moved into a new role demanding current credentials, or where the employer requires a clean ITIL 4 footprint without legacy bridge artefacts.

Section 03

Pathway 3: Lapse

The honest third option. Where the v3 holder is not using the credential operationally and the role does not require currency, letting it lapse costs nothing. PeopleCert does not retroactively revoke v3 certifications; they simply stop being current.

Lapse is appropriate for senior staff whose career has moved beyond ITSM, for retirees, and for organisations that no longer require certified ITIL practitioners in roles previously certified.

Programme decision view

For organisations with 50+ v3 certified staff, the right answer is usually mixed. Senior ITSM leads (people running the framework professionally) take the bridge or full MP requalification. Mid-tier staff whose v3 Foundation cert was a passing exposure take bridge or lapse. Staff who have moved into roles that no longer require ITIL credentials lapse.

Programme cost for a 50-person mixed migration typically runs £18k to £55k across the cohort, considerably less than treating it as a fresh rollout.
