ServiceNow
Enterprise weight, deepest ITIL alignment, highest cost. Common choice for regulated enterprises with 200+ IT staff and complex service catalogues. Implementation cost typically multiples of annual licence.
Jira Service Management
Mid-market default, strongest where existing Atlassian estate. Supports ITIL processes well at lower licence cost; deeper service portfolio management requires Atlassian Cloud Premium or Enterprise tiers.
Freshservice
SME and mid-market positioning, lighter implementation overhead. ITIL-aligned out of the box for most processes; less rich for very complex configuration management or asset relationships.

When platform change is forced
Most ITIL adoption programmes work with the existing ITSM platform. Process maturity is achieved by reconfiguring workflows, defining service catalogues clearly, and extracting reporting that was always available but not used.
Platform change is forced where:
- The existing tool cannot represent the target service catalogue (e.g. legacy ticketing without service definitions or asset relationships).
- The existing tool licence model does not support the target user community at sustainable cost (e.g. per-named-user licensing for a 600-person service desk).
- Audit or regulatory expectations require integrated CMDB and change management traceability beyond what the existing platform provides.
- The organisation is already mid-migration to a new platform for unrelated reasons and ITIL adoption is bundled with the platform project to share programme overhead.
Cost interaction
When ITIL training rollout coincides with platform migration, programme cost typically runs 1.5x to 2.2x the standalone training spend. The combined programme is significantly more cost-effective than running the two as separate engagements, but the visible budget line items grow.
